Westminster will exempt diapers, infant formula, and feminine hygiene products from the City’s 4.25% sales and use tax beginning November 22, 2026. The City anticipates this new sales tax exemption will save families across Westminster approximately $400,000 to $600,000 annually.
The sales tax exemption aims to reduce the financial burden on families and marks another significant step by the City to make Westminster more affordable for families. According to national reports, nearly half of Americans with young children can’t afford to buy all of the diapers they need.
“Families are already facing rising costs for the essentials they depend on every day,” said Westminster Mayor Claire Carmelia. “Time and time again, we have heard that affordability is the number one concern for our residents. Eliminating taxes on feminine hygiene products, diapers, and infant formula recognizes that these are not luxury items, they are necessities. By removing these taxes, we can put money back into the pockets of parents and caregivers. This City Council is committed to finding innovative ways to make life more affordable for Westminster families, and this is our way of saying we hear you, we see you, and we’re going to take direct action to do something about the affordability crisis.”
The City’s exemption builds on Colorado’s existing statewide sales tax exemption for diapers, infant formula, and feminine hygiene products, providing families with even greater savings.
According to the American Academy for Pediatrics, the average family may spend $936 on diapers annually. Coupled with the state sales tax exemption, the City’s exemption would save families approximately $69 annually on diapers alone.
Infant formula can cost $760 to $2,280 annually depending on type and brand, according to Yale Medicine. With the exemptions, families can save up to $96 each year on infant formula.
The exemption also helps offset the rising costs of feminine hygiene products. While costs vary by products, the most recent data point to a 40% increase in costs since 2020.
“I am trying to expand the imagination of what a municipality can do for its people,” said Councillor Obi Ezeadi. “Eliminating sales tax on diapers, infant formula, adult incontinence diapers, and feminine hygiene products will save Westminster families hundreds of thousands of dollars each year. We can walk and chew gum at the same time. Local government can invest in roads, public safety, and infrastructure while also lowering the daily cost of living for working families.”
This initiative aligns with similar legislation adopted across the Front Range, including Denver, Aurora, Boulder, Lafayette, and Englewood.
